About Michael

Mike Batt's practice is devoted to assisting clients with implementing, managing and interconnecting health information technology (HIT), the development of policy related to its use and the strategic use of technology to align health care providers for the more efficient delivery of care and improved outcomes. He regularly advises clients on telehealth and telemedicine issues; data ownership, licensing and monetization; physician/hospital HIT transactions (including Stark Law, Anti-Kickback, Fraud and Abuse, HIPAA, HITECH, and state data security laws); the development and implementation of electronic health record (EHR) solutions, EHR donation programs and the EHR Interoperability  Program (Meaningful Use) compliance. Mike excels at bringing clients and vendors to the table to establish and rehabilitate relationships through improved relationship governance, remote hosting and outsourcing arrangements, development of procurement programs and contracting guidelines and licensing of various technologies. His experience includes participating in the development of IT organizations and serving as legal counsel through restructurings via in-sourcing, co-sourcing and out-sourcing of IT, revenue cycle and other health care operations and remote hosting arrangements, both foreign and domestic. As a natural outgrowth of establishing these arrangements, Mike assists health care providers in managing vendor contract compliance and the resolution of disputes arising under such arrangements. He has extensive knowledge and experience in the communications industry, serving as a prior assistant general counsel to the Indiana Utility Regulatory Commission during the implementation of the Telecommunications Act of 1996. He works with a wide variety of clients to establish wide area networks (WAN) and other communication networks through IRU and service transactions, successfully navigating the regulatory requirements to receive grant funds under the FCC Universal Service Fund (USF) Pilot Project, Healthcare Connect Fund and the U.S. Department of Commerce National Telecommunications and Information Administration Broadband Technology Opportunities Program (BTOP). Finally, in addition to his work in the technology field, Mike assists health care clients in matters related to security interests, bankruptcy, creditors' rights, acquisition of insolvent and at-risk enterprises and debt renegotiation.
