CMS Issues Guidance on Resuming Non-COVID-19 Care

  • CMS issued guidance on reopening facilities to provide essential non-COVID-19 care in regions with low and stable incidence of COVID-19. This is part of Phase 1 of the Administration’s efforts to reopen the economy.

Congressional Outlook

  • The Senate has scheduled a vote tomorrow on legislation intended to serve as a funding bridge between the CARES Act and a fourth stimulus bill. At the time of this writing, congressional leaders had yet to reach a formal agreement and the exact details have not been made public, but the bill is believed to include the following:
    • $310 billion to replenish the Paycheck Protection Program;
    • $75 billion for hospitals;
    • $50-$60 billion for the Economic Injury Disaster Loan program; and
    • $25 billion for virus testing.
  • The House could approve the measure by voice vote as early as Wednesday, but members could be required to travel to Washington for a recorded vote if any one member objects, which is what happened when the House approved the CARES Act. 

CMS Announces Direct Reporting of COVID-19 Cases from Nursing Homes

  • CMS announced that nursing homes must report cases of COVID-19 directly to the CDC in order to advance data collection and surveillance related to the pandemic.
  • The CDC will provide the reporting tool, and CMS stated that the data will be made public.

COVID-19 Data on Outcomes, Race and Ethnicity Out in May

  • CMS Administrator Seema Verma stated today that data on COVID-19 outcomes, race and ethnicity, along with CMS analysis of this information, would likely be out in May, once the agency has a month of data to analyze.
