SBA Issues Rule on PPP Loan Forgiveness Requirements

  • The Small Business Administration issued an interim final rule to clarify Paycheck Protection Program loan forgiveness requirements and SBA’s process for reviewing PPP loan applications and loan forgiveness applications.

CMS Releases Hospital Alternative Care Site Payment Information

  • CMS released a fact sheet for state and local governments regarding CMS programs and payment for care in hospital alternate care sites.

Congressional Outlook

  • The House approved a bill today to make changes to the Paycheck Protection Program that will give loan recipients more flexibility. Highlights of the measure, which passed by a vote of 417 to 1, include:
    • Extending the amount of time businesses have to spend the money from 8 weeks to 24;
    • Changing the percentage of funds that must be spent on payroll from 75% to 60%;
    • Extending the period for making loans from June 30, 2020 to December 31, 2020; and
    • Increasing the amount of time businesses have to repay the unforgiven portion of the loan to five years from two.
  • The Senate could approve the House bill without changes next week. If the Senate makes changes, the House could still pass the revised measure under the proxy voting rules it adopted last week.
