The Creating Access to Rehabilitation for Every Senior Act of 2013 (“Bill”) was introduced this week by Representative James Renacci (R-OH) to the House. This Bill proposes to waive the three-day qualifying stay requirement for admission to a skilled nursing facility (“SNF”) under Medicare.
As introduced, the Bill would require the admitting SNF to satisfy two quality hurdles: 1) an appropriate rating on the Nursing Home Compare 5-Star report, and 2) not be subject to a quality of care related corporate integrity agreement.
To satisfy the five-star requirement, the facility must have an overall score of three stars or higher or have a score of four stars or higher in Quality Measures or Staffing scores.
Similar bills that have previously been introduced in the House and Senate received support by the American Health Care Association.
